Teaming up with Oracle, NVIDIA aims to sell "Sovereign AI" to countries worldwide
NVIDIA takes a crucial step in entering the sovereign AI market
Facing the growing demand for AI, on March 18th, NVIDIA announced a further deepening of its partnership with Oracle to provide sovereign AI solutions to global customers.
The announcement stated that the two parties will provide distributed cloud, AI infrastructure, and generative AI services through accelerated computing and generative AI to advance the deployment of AI factories for governments and enterprises. The planned AI factories will support the deployment of cloud services locally.
The announcement also mentioned that under this collaboration, customers in 66 cloud regions across 26 countries globally will have access to over 100 cloud and AI services, including infrastructure and applications.
Huang Renxun stated:

"Oracle's integrated cloud applications and infrastructure, combined with NVIDIA's accelerated computing and generative AI services, will provide the flexibility and security needed for countries and regions to control their own destinies."
Will Sovereign AI be the next growth point?
With the AI boom, more and more countries are investing in AI infrastructure, and the concept of "sovereign AI" is emerging. This concept refers to individual countries or regions meeting their development needs by establishing AI infrastructure and enhancing AI capabilities.
In fact, Huang Renxun has publicly emphasized the importance of sovereign AI and believes that sovereign AI will be NVIDIA's "future source of performance growth". The collaboration with Oracle this time can be seen as a key step for NVIDIA to enter the sovereign AI market.
NVIDIA's CFO has also previously stated:
"Countries around the world are investing in AI infrastructure to support the construction of large language models based on domestic data in their own languages and to support local research and business ecosystems."
According to the announcement, the solutions of NVIDIA and Oracle's collaboration will mainly include:
- NVIDIA's full-stack AI platform will be combined with Oracle's enterprise AI (deployable in OCI dedicated regions, Oracle Alloy, Oracle EU Sovereign Cloud, and Oracle Government Cloud) to provide customers with cutting-edge AI solutions that offer stronger control over operations, location, and security, helping to support digital sovereignty;
- The two parties are committed to embedding NVIDIA's GPU based on the new generation Blackwell architecture into OCI regions' DGX Cloud, allowing customers to access services based on the GB200 chip through this jointly designed supercomputing service;
- The collaborative products can be deployed through public clouds or specific locations in customer data centers, with more flexible operational control. The deployment type of OCI services and pricing will remain consistent to simplify planning, ensure portability, and manageability It is reported that Oracle is the only hyperscale provider capable of deploying artificial intelligence and complete cloud services locally in any region.
Oracle CEO Safra Catz commented on this collaboration:
